    Biography


    John Hamer is a graduate of McGill University and the Vermont Law School.  He also holds a Master of Studies in Environmental Law. He has appeared before agencies ranging from local planning boards all the way to the Maine Supreme Judicial Court. Among other things, John has prosecuted 80K land use actions, defended Planning Board and Board of Appeals decisions in Rule 80B appeals, litigated labor arbitrations, assisted in disciplinary proceedings, and defended the constitutionality of municipal ordinances before the Maine Supreme Court. 

    Prior to joining Rudman Winchell, John served for more than eight years as Assistant City Solicitor for the City of Bangor, during which time he authored “Municipal Regulation of Nude Dancing” in 2007 and “Handicap Discrimination, Zoning, & the Federal Fair Housing Act” in 1998, both of which were published in the Maine Bar Journal. 

    John serves on the Board of Directors of the Bangor Area Homeless Shelter, and is a past president of the Downtown Bangor Partnership. 

    John practices primarily in the areas of municipal and administrative law, labor and employment law, workers’ compensation, appellate work and litigation. Other areas include working on administrative process and appeals, ordinance drafting, land use law, due process and constitutional issues.
